The idea to project a Hub of the Commons comes from the exigency to create a stable point of reference where the very nature of the commons can live and revive. As Donolo claims “the commons are a group of goods necessarily shared”. The Hub is where these goods co-exist allowing in turn a development of a new kind of welfare, a system of relational welfare based on reciprocity and mutual aid.
Furthermore the Hub is a space where new forms of social relations and associations born and grow up with the scope to deal with the new challenges of multiculturalism and to spread the idea of act locally, think globally.
In informatics the hub is a device for connection multiple computer networking devices together and making them act as a single network segment. But what is the link between an informatics device and the management of the commons? Well, the link is that for us the peer –to-peer has to be also a method of governance. In fact a real State-community can be possible only exchanging and sharing on an equal relationship of all parts of the community. By doing so everyone is an essential part, feels engaged with the project and cooperates to give answer to the needs of society.
In the various Hubs of the Commons established in different neighborhoods will be experimented the search for shared solutions making of the Hub a space of co-working and co-planning for civil servants and citizens as well as a space of experimentation for social enterprises able to answer to the new needs of society and to create new economic development.
The project is structure as follows:
- Training of the “civic fomenters” namely functionary of the public administration and active citizens concerned with the mobilization of community resources.
- Activation of the “civic fomenters” as facilitator of collaboration between institutions and community. Definition of the long term economic sustainability of the Hub.
- Shared redevelopment (renovation) of an identified common urban space.
- Definition of the protocols for the activities of co-working and co-plannig between citizens and institutions for the recovery (renewal) and the civic maintenance of the commons.

Friday, May 10th, 2013 in Roma at 5 p.m in room 406 at LUISS Guido Carli Univeristy of Rome, Viale Romania 32, it will be presented LabGov, the Laboratory for the Governance of the Commons. The project aims to create a new profession in Italy, that of the “experts of the civic care of the commons”, people able to operate both in public administrations and civic society, improving the great richness of social capital of our local communities.
LabGov wants to create a new relation between citizens, business and administrations based on the shared administration of the resources available to each subjects for the common good in order to develop an economy of the commons. Moreover LabGov intends to set up as a subject and to create a center of social project in order to develop activities of research – action, training – intervention and incubation of “social start-up” about the Commons.
In the course of the laboratory the students made two projects, “Active Schools Network” and “Hub of the Commons”. These projects officially became part of the new edition of PICA (Innovative Paths of Active Citizenships) of the Human Resources Department of Roma Capitale that will be present at the presentation with the Director Mr. Damiano Colaiacomo that will sing the partnership agreement.
Guests of the presentation are: Marina Migliorato, Head of CSR Enel Spa, M.Benedetta Francesconi, Manager Division XI Industrial sector and Made in Italy policies of the Economic Development Ministry and Functional Manager of the PCN OECD Secretariat, and Giovanni lo Storto, vice-manager LUISS Guido Carly University. Among the speakers: Gregorio Arena, President of Labsus-Laboratory for the Subsidiarity, Christian Iaione, Manager Labsus e Maria Teresa Rosito, Vice-president Labsus. Patroness of the event: Giusy Buscemi, Miss Italia 2012, emblem of the good Italy.
