“Forum PA” is an agency which aim to offer an opportunity for Public Administrations, firms, enterprises, researchers and civil society organised to discuss in a three-day event. The goal is to stimulate a dialog and an exchange of best practices for the governance of territories, with a particular eye to the use of the so-called “open data”.
The Data Academy took place from October 14 to October 16 2016 in Bologna, during the Smart City Exhibition – Citizen Data Festival 2015 organised by FORUM PA in partnership with experts on open data. The event was organised in session of 50’ each. The main goal was to spread skills and tools for the use of open data in order to plan new services, goods and generate new value in local dimension. Every session was recorded and is now available on the FORUM PA YouTube page. One of these sessions, titled “Open data and civic engagement: formare cittadini attivi”, was dedicated to the analysis of the potential of open data in regards to the active participation of citizens on “public affairs”. The focus was on the so-called civil engagement: training active citizens on the field and in schools. The involvement of civil society is important: the combination of open data and the participation of citizens on the governance of territories and resources has a huge and positive potential. Open data could be useful for people working with issues of public interest, such as the fight against organized crime, the monitoring of social assistance services and the managing of public spaces. THE SEMINAR “PLOUGHING UP THE LANDED COMMONS” WILL TAKE PLACE ON the 20TH OF JANUARY 2016, AT AUDITORIUM ARNBERG CASTLE, CAMPUS ARENBERG, KU LEUVEN (LEUVEN, BELGIUM).
The seminar, the second and last of an international seminars series (the first one took place in 9th of November 2015), is organised by INDIGO.
INDIGO is a inter disciplinary project that puts the discussion about shared land property and use rights within the interdisciplinary context of ownership regimes and the “governance of the commons”. INDIGO is coordinated by professor Frank Moulaert, prof. Pavlos Delladetsimas, prof. Bernard Hubeau, prof. Constanza Parra, Guy Vloeberg from OMGEVING, and dr. Pieter Van den Broeck, Leuven University. The team works in partnership with the Planning and Development research group of the Department of Architecture – KU Leuven (Be), the Government and Law research group of the University of Antwerp (Be), the Department of Geography of Harokopio University (Gr) and the private consultancy OMGEVING cvba (Be).
As INDIGO‘s team explain “the project aims to explore how spatial development (planning) can be improved to address contemporary and future challenges for socially and ecologically sustainable spatial organisation and development, by
– broadening, differentiating and enriching (concepts of) land use rights, ownership regimes and their governance, thus overcoming the dichotomy of private versus public property;
– renewing relationships between planning and ownership, imagining new ways of planning and governing land and resources and exploring the potential of the commons as a resource and a governance practice;
– offering solutions to the complexity of divergent land use claims, mismatches between property regimes and changing and often conflictive individual and collective uses;
– learning from and facilitating innovative forms of sharing land use (rights);
– improving (methods of) participation and co-production by stakeholders of new (inclusive) ownership regimes and governance modes.”
The main purpose of the conference is to share ideas, to promote a dialogue between experts from different disciplines and with different backgrounds in order to enhance the vision about Commons and to explore the dimension of the governance of the Commons.
The so call “symposium “ is orqanised in three main sessions, each one related with the others.
After the “Opening remarks”, the session “Socio-political approaches to the Landed Commons” chaired by prof. Constanza Parra, KU Leuven, will take place. The participants will be prof. em. Michael Edwards, UCL Bartlett School, prof. Massimo De Angelis , School of Social Sciences, University of East London and as discussant dr. Matthias Lievens, KU Leuven, Platform for commonality studies.
During the session “Landed Commons, ownership regimes and legal instruments”, chaired by prof. Bernard Hubeau, the following professors will attend: prof. Anna di Robilant, Boston University, School of Law, prof. Christian Iaione (professor of Public Law, Director of the Laboratory for the Governance of the Commons, LUISS Roma; members of the International Association for the Study of the Commons ) and as discussant prof. Pavlos Delladetsimas, Harokopio University Athens.
Last but not least the session “Long term perspectives and contemporary debates” chaired by Loris Servillo.

Tale progetto approfondisce nel particolare i temi legati alla proprietà fondiaria, agli usi del suolo e a nuove forme di gestione inclusive e innovative.
Durante il seminario, suddiviso in tre sessioni, si discuterà di Commons e della governance dei Commons.

On the 4th of November the think tank Oikos in collaboration with Etopia and GEF (The Green European Foundation), held the event “Congress Commons: citizens, law and governments”.
The conference took place at the Royal Library in Brussels. It was the closing seminar of the “Reclaim the Commons” project event series, which is organised with the goal to examine the transformative power of the Commons.
The conference was attended by experts on the topic of Commons such as Tine De Moor (Professor at University of Utrecht), with her speech “Setting the stage: challenges and prospects”, and Christian Iaione (Professor of Public Law, Director of the LabGov, Laboratory for the Governance of the Commons, LUISS Roma; member of the International Association for the Study of the Commons), amongst others.
During the second part of the conference Christian Iaione’s speech (Professor of Public Law, LUISS, Rome) focused on the topic of “governance”: a new “tool” to manage territories and communities. Professor Iaione, LabGov’s coordinator, consider the “collaborative governance” as a paradigm for overcoming the traditional dichotomy between public and private. The Collaborative Governance is a partnership of five actors: social innovators, public authorities, businesses, civil society organizations and knowledge institutions.
The Collaborative Governance could be described as having three main characteristics:
– interactive;
– experimental;
– adaptive.
It is interactive because is the result of the collaboration and interaction of the above – mentioned actors. It is experimental since there is not a standard model but, as demonstrated at the LabGov’s Labs (Governance Labs), it is a constant work in progress. Furthermore the collaborative governance is adaptive in the sense that it is not possible to propose the same “format” in every community: it is fundamental to take into account the peculiarity of each community or territory. As the Italian examples of co – Bologna, co – Mantova, co – Battipaglia, co – Palermo, co – Roma, every city needs to find its dimension on its own: a setup which works in a city does not necessarily work in others. The “Regolamento sulla collaborazione per la cura e rigenerazione dei beni comuni urbani” of the Comune di Bologna ( here is the English version), for instance, is not automatically applicable in other cities.
The process of “Collaborative Governance” is divided in five steps: first and foremost mapping where and how the collaborative governance will impact; after this it is important to co – design a project of governance with all the stakeholders/actors (public, private, social, knowledge, commons). With these elements at hand it is then crucial to prototype solutions: testing and adapting the design principles to the challenges and characteristic of each city. The next step consists in amplifying the experimentation in different areas of the governance and to spread the positive results of each local experience. Finally it is fundamental to evaluate the results of the experimentation.
We can also consider collaborative governance as a tool to fight corruption and organised crime, safeguard the territory and promote legal economic growth and social progress. It is also an instrument to promote the concept of sustainability in local development, in particular thanks to the more active and participative role of citizens, who are much more involved through this process. The use of collaboration and governance to best manage cities and local economies was recently recognised at European level on the Committee of Regions (CoR) opinion on Sharing Economy “The local and regional dimension of the collaborative economy”, by member Benedetta Brighenti (IT/PES), approved with a large majority on the 4th of December 2015 at the CoR’s Plenary Session.

Il 04 dicembre 2015 si é tenuta a Bruxelles, presso la Biblioteca Reale, la conferenza “Congress Commons: Citizens, Law and Governments”, organizzata dalla think tank Oikos, in collaborazione con Etopia e GEF (The Green European Foundation).
L’ evento é stato proposto in chiusura del ciclo di seminari “Reclaim the Commons”, organizzati in diverse città europee, per approfondire il potenziale e l’impatto dei Beni Comuni e della maggior partecipazione attiva dei cittadini, nell’amministrare i territori.
Durante la seconda parte della conferenza é intervenuto il Professor Christian Iaione (Professore di Diritto Pubblico, LUISS Roma) parlando di “Collaborative Governance”: nuovo strumento per la gestione dei territori, dei Beni Comuni, delle comunità, che permette di andare oltre la dicotomia pubblico – privato e porta piuttosto alla collaborazione tra più attori che partecipano attivamente alla governance della città.

Oikos – an independent think tank that strives for social and ecological change, is organising the conference “Congress commons: citizens, law and governments” at the Royal Library of Belgium on the 4th of December 2015 (Keizerslaan 4, 1000 Bruxelles).
The aim of the Conference is to bring together stakeholders and discuss about Commons with a special focus on the collaboration between citizens and governments. The Conference will be structured as such:
- Our land: landgrabbing, resistance and alternatives.
- New partnership between citizens and governments.
The first topic will be run as a panel debate undertaking the issue of “land grabbing” by transnational corporations and investment funds and the alternative solutions in order to safeguards the collective forms of use and ownership of land. The following speakers will participate to the discussion: Annelies Zoomers (University of Utrecht), Pieter Van de Broeck (KU Lueven), Ugo Mattei (Professor of International and Comparative Law, University of California; Professor of Civil Law, University of Turin).
The second part of the congress will focus on the potentialities of strengthened collaboration between governments and their citizens: citizens cannot still have a passive role on the governance of the cities and territories in which they live. An active citizenship could be a positive and powerful tool in order to guarantee a sustainable society, to control the overexploitation of local resources, to prevent the state of abandon of public spaces and to raise the quality of life. The following speakers have confirmed their presence: Tine De Moor (Professor at University of Utrecht), with her speech “Setting the stage: challenges and prospects”, Christian Iaione (Professor of Public Law, Director of the Laboratory for the Governance of the Commons, LUISS Roma; member of the International Association for the Study of the Commons) presenting “ Governing the Urban Commons”, Quentin Verniers (RIEPP) and Marcel Ham (NL) that will introduce the topic “Entrepreneurial citizen in the Netherlands”.
The event will close with a forum titled “How to become transformative”, a dialogue with Ugo Mattei (Professor of International and Comparative Law, University of California; Professor of Civil Law, University of Turin), Tine de Moor (Professor in Economic and Social History), Tom Dedeurwaerdere (Professor of philosophy of science and theory of governance, University of Leuven) and Christian Iaione (Professor of Public Law, Director of LabGov, LUISS Roma; member of the International Association for the Study of the Commons).

e will be the fifth edition in a series of meetings on the topic “Oltre la Globalizzazione” held by the Society for Geographical Studies since 2011.
The main topics of the conference will be the various forms of property and the Commons, particularly the definition of commons, which is crucial to fully understanding the management of natural resources and intangible goods such as the environment, landscape, biodiversity, public spending, information and intellectual property.
The participants will discuss and share ideas in eleven special sessions that will be organized throughout the day.
The speakers at the plenary session will be: Christian Iaione (professor of Public Law, Director of the Laboratory for the Governance of the Commons, LUISS Roma; members of the International Association for the Study of the Commons; Ilenia Caleo (Actress, Teatro Valle occupato, Rome); Ugo Rossi (professor of economic and political geography, University of Turin); and Alberto Magnaghi (town planner, professor at University of Florence, President of Societa dei territorialisti). Christian Iaione’s presence is motivated by his knowledge on this specific topic, and on the sharing economy in general. He has also contributed to the draft of the first European institutional document on the sharing economy, “Local and Regional Dimension of Sharing Economy,” which was promoted by the Committee of Regions, rapporteur Benedetta Brighenti (Engineer, Vice Mayor of Castelnuovo Rangone, Modena, Italy) as well as the draft of the “Regolamento sulla collaborazione per la cura e la rigenerazione dei beni comuni urbani” of the city of Bologna. During the preparation of the conference, a book of abstracts was developed, thanks to the collaboration of the participants.
After the conference ,three publications have been planned: an electronic format of “Memorie” by Societa Studi Geografici, a special edition of the rivista “Annuali – Dep. MEMOTEF”, and an article on the “Rivista Geografica Italiana” .

In data 11 dicembre, presso la Facolta’ di Economia Dipartimento MEMOTEF dell’Universita’ La Sapienza, via del Castro Laurenziano (Roma), si terra’ l’edizione 2015 della Giornata Studio “Commons/Comune”. La conferenza e’ la quinta edizione della Giornata di Studio “Oltre la Globalizzazione” organizzata dal 2011 dalla Societa’ di Studi Geografici. Si discutera’ e si ragionera’ sul concetto di commons.
